Additionally, users do not have to download software onto their computer or manage web servers with this type of hosting. However, the downfall of having a WordPress.com website is that you are limited to certain features, which does not include the plugins panel. WordPress.org websites can be a lot more work but are considered to be more customizable and allow users to install plugins onto their site. All in all, if you have a WordPress.com website and you are looking to install plugins onto your site, it may be time to switch over to a WordPress.org website.

Limited Access
Another common issue for not being able to see the plugins panel is having limited access on your WordPress site. If you're not an admin and are working as a multi-site user, you may be restricted to certain functions on WordPress. Admins have full control over the site and can put limitations on your account, which may block off certain functions like the plugins panel. This is why it is best to become an admin in order to gain full access to your WordPress website.

Themes
Certain themes that have been installed onto your Wordpress site can also block off the plugins menu. All themes have different settings, functionalities, and limitations that can affect your user experience. Try changing your WordPress site to its default theme, and see if the plugins menu pops up. If this works, it may be time to invest in a new theme that better suits your website.
